OpenAI announces Project Camellia data center in Effingham County

County leaders and Georgia Power detail a privately funded AI campus at the Savannah Gateway Industrial Hub, with power delivery planned in phases from 2028 to 2032.

On July 22, 2026, Effingham County leaders and OpenAI announced Project Camellia, a planned data center campus inside the existing Savannah Gateway Industrial Hub. OpenAI and Georgia Power say the project would draw about 3.2 gigawatts in phases between 2028 and 2032, with OpenAI paying infrastructure and electric-service costs under Georgia Public Service Commission large-load rules. County materials describe a $20 billion capital investment figure and related community commitments; those figures and job projections remain attributed claims until independently verified.
